Fare evaders adapt quickly
SWR said some fare evaders change their behaviour when enforcement increases. After the trial at Waterloo began, one location saw an 89% increase in barcode ticket purchases compared with the same period last year. The operator did not name the location.
Recent cases show the scale of the problem. One passenger evaded more than £11,000 in fares over four years by travelling from Hampshire to London without the correct ticket. Another avoided £20,000 in fares over three years between Surrey and London, while fraudulently using a 16-17 railcard.
